10.26.2006 - GARY, Ind. -- A Gary police officer and his daughter face criminal charges alleging that they forged a student loan application in a relative's name to obtain a $20,000 loan. Officer Victor Mobley, 45, and Whittney C. Mobley, 20, are charged with two counts of forgery and one of fraud on a financial institution, check fraud and identity deception. The scam began last month when Whittney Mobley submitted an application for a student loan with the name of her grandfather forged as the co-signer, said Gary police Detective Robin Mason. A few days later, the loan was approved and a check was issued to Whittney Mobley, he said. On Sept. 19, Whittney Mobley allegedly went to the Currency Exchange to cash the check, with the signature of her grandfather again forged on it. During the verification process, Whittney Mobley left and returned with her father, Victor Mobley, who received the money, police said. He is now on administrative leave, police spokesman Sgt. Richard Allen said. Police became aware of the scheme after Whittney Mobley's grandfather was notified by mail of the loan, which has an annual interest rate of 13 percent, Mason said. With interest, the loan would have cost more than $100,000 to pay back, if paid on schedule. Valencia R. Manuel, a bank teller for the Currency Exchange, faces the same charges as the Mobleys because she allegedly received $1,000 in exchange for cashing the check, Mason said. www.wave3.com/Global/story.asp?S=5593611&nav=0RZF
