09.22.2006 - For at least several years, federal investigators say, retired Austin police officer William Doyle used Internet chat rooms — and possibly his work as a water sports coach — to meet teenage boys, sometimes luring them into sex and videotaping at least one encounter.
Most recently, they said, he flew to Milwaukee to meet who he thought was a 15-year-old boy he'd befriended in an Internet chat room.
Instead, police arrested Doyle, who told officers that sex with the boy was going to be "strictly consensual," according to a federal arrest affidavit.
On Tuesday, a federal grand jury in Milwaukee indicted Doyle, 54, who is known nationally for his participation in wakeboarding competitions, on charges of possessing child pornography and using his computer to coerce a minor into sex.
Doyle remains in jail in Milwaukee. A magistrate judge denied Doyle bail, declaring him a risk to the community. If convicted of the charges, he could face up to 30 years in prison.
The 10-page federal affidavit said Doyle told Milwaukee detectives shortly after his Aug. 23 arrest that he has had sex with men between the ages of 16 and 21 and frequently works with teens as a wakeboarding team manager.
A federal indictment said investigators also found a video on Doyle's laptop in which he was having sex with a male who appeared to be 15 or 16 years old.
"We would describe him as a sophisticated and prolific child pornography producer and distributor," FBI spokesman Erik Vasys said.
Federal authorities searched Doyle's home in Round Rock last month but said they could not discuss the results of the search warrant, which remains sealed.
However, Vasys said, "The FBI believes there are numerous, as yet unidentified, victims of Doyle in the Austin area."
Investigators have asked possible victims or anyone with additional information to call 345-1111.
Doyle retired from the Austin Police Department nearly 10 years ago after more than two decades as an officer.
"We have no information at this point that leads us to believe that he was involved in this kind of behavior while employed at the Austin Police Department," police spokesman Kevin Buchman said.
According to the affidavit, Doyle began chatting on a gay Web site with an officer posing as a Milwaukee teen.
He told the 15-year-old that he was 16, lived in Texas and was interested in sex, the affidavit said.
Doyle then told the 15-year-old that he should meet a friend of his named Bill, the affidavit said, and began chatting with the teen using a different screen name — now posing as Bill.
Doyle told the teen he was going to be in Wisconsin on business and suggested a meeting, the affidavit said.
"He started out pretending to be a minor himself, having another teenager vouch for this individual (Bill), when the whole time it was Doyle," Assistant U.S. Attorney Penelope Coblentz said.
Once in Milwaukee, the affidavit said, Doyle drove to a neighborhood where the teen said he lived and waited for him at a gas station.
After he was arrested, Doyle asked officers the age of consent in Wisconsin and was told it is 18, the affidavit said.
"He then stated, 'Oh, in Texas it is 17,' " according to the affidavit.
Police seized Doyle's laptop computer, and an indictment charging him with possession of child pornography said investigators found a video in which Doyle is having sex with a teen and is heard instructing the youth on how to pose for the camera.
According to Web sites,, Doyle has managed wakeboarding teams and coordinated competitions across the country. Vasys said investigators think he might have used the sport to meet victims.
He is shown on numerous Internet sites posing in pictures with teenagers.
One site declared that "Bill Doyle loves to work with young kids coming up in the sport of wakeboarding."
Gordy Holmes, vice president of marketing for Connelly Skis in Lynnwood, Wash., for which Doyle had worked as a contractor, would say only, "We didn't have any knowledge of any illegal activities that Bill may or may not have done during his contracting with us."
