02/01/2006 - A veteran Clay County sheriff's deputy was arrested Monday, accused of threatening family members while in their car over the weekend. According to the arrest report, Douglas Elkins, 42, threatened his wife and other family members while they were driving through Jacksonville. Elkins was taken into custody in Clay County on a Duval County warrant for aggravated assault. He has posted $10,000 bond and was released. Elkins has worked for the Clay County Sheriff's Office since October 1987 and has been a school resource officer since 2000, most recently assigned to Argyle and Middleburg elementary schools. As a result of the arrest, Elkins was placed on administrative leave with pay. According to personnel records, between 1990 and 1997 Elkins had six sustained complaints regarding improper conduct or improper procedure related to handling of patrol calls or cases. His personnel file also contains more than a dozen letters of thanks and accommodations. He was nominated for deputy of the month in 1996 and received recognition for his relief response during Hurricane Opal. Elkins had no internal affairs record related to prior incidents of domestic violence or violence of any kind. Clay County began an internal affairs investigation on this accusation and would not comment on the case.
