12.28.2006 - Victoria, Texas - A 35-year-old Victoria police officer, currently on active duty with the military, was arrested last week following his indictment on a charge of making unwanted sexual advances toward a woman earlier this year. Officer Carlos Javier Echeverry was arrested Dec. 21 on the charge of official oppression, a Class A misdemeanor. The charge stems from an incident on Aug. 20, according to the indictment filed Nov. 30. According to the indictment, Echeverry was "then and there acting under color of his employment as a public servant, namely, a Victoria Police Department employee ..." Echeverry, who listed a Corpus Christi address on his arrest report, has since been released on $20,000 bail. City Attorney David Smith said that Echeverry is on active military service and currently not being paid by the city. Smith said that the law requires his job be held until he is released from duty, at which time his qualifications would be looked at before reinstatement as a patrol officer. Details about what occurred Aug. 20 are sketchy as limited information was available. Deborah Branch, first assistant district attorney, said only that the sexual advances were made during a traffic stop. She declined to comment further. Victoria police officials referred questions to Smith, who also declined to the elaborate on the indictment.
