12.28.2006 - A dozen police officers were disciplined this week by the state agency that regulates them. Sex offenses were the most common complaint investigated by the Utah Peace Officers Standards and Training Council, with seven cases of sexual misconduct. Among the officers whose police certification was revoked was former Salt Lake County bailiff Stephen Rowley, who was convicted this year of first-degree felony sexual abuse of a child for fondling an 11-year-old girl at his home. For years, sexual misconduct has been the top reason for state discipline against cops. Of 94 peace officers whose certifications were revoked between 2000 and 2005, 43 were accused of sexual misconduct. During the same period, 22 more officers were suspended for sex-related reasons. Other officers whose certifications were revoked included Mica Barlow, a former marshal in the twin polygamous communities of Hildale, Utah, and Colorado City, Ariz. Barlow earlier this year refused to answer questions from a federal grand jury believed to have been investigating polygamist leader Warren Jeffs. And POST issued a two-year suspension to Utah Highway Patrol trooper Ron J. Romero. POST said he was driving under the influence while on duty. kutv.com/topstories/local_story_343185414.html
