03/03/2006 - TYLER, Texas The police chief of the small East Texas town of Troup (TROOP) has been arrested and charged with fabricating and tampering with evidence.
Smith County Sheriff J-B Smith says Troup Police Chief Chester Kennedy was arrested early this morning. His bail has been set at 400-thousand dollars.
Hours earlier, Troup Police Officer Mark Turner was arrested and charged with trafficking and evidence tampering.
Federal agents and sheriff's deputies are investigating. No other information is available.
Troup is a town of about two-thousand residents about 15 miles southeast of Tyler.

03/04/2006 - The Troup police chief, Chester Kennedy, and police officer, Samuel Mark Turner, were arrested early this morning. Both men are facing felony charges.
Kennedy is accused of tampering and fabricating physical evidence. Turner is also accused of tampering and fabricating physical evidence, along with delivery of marijuana.
This investigation is ongoing, and started about 6 weeks ago. This morning, warrants were served.
The District Attorney, Smith County Sheriff's Department and the F.B.I. have put crime scene tape around the Troup city hall, along with the Troup Police Department.
Authorities have not gone into detail on the specifics of their investigation.

11.16.2006 - TROUP, TX - A former East Texas police chief has been found guilty of theft for taking a pistol from the department and guilty of tampering with physical evidence for giving a 30-pack of beer to an officer. After a two-day bench trial, former Troup Police Chief Chester Kennedy, 60, was also acquitted of three additional tampering charges Wednesday. Kennedy, who will be sentenced on Dec. 18, faces two to 10 years in prison on each of the two convictions. Assistant Smith County District Attorney Joe Murphy said Kennedy told authorities that he took the pistol to give to his wife. Former Troup Officer Samuel "Mark" Turner, who has pleaded guilty to tampering with evidence for taking marijuana from the department, testified that Kennedy gave him the beer after he asked for it. Defense attorney Tonda Curry said there was no evidence of where the pistol came from. She also said Kennedy had no knowledge that the beer was part of a pending investigation. 12.28.2006 - TYLER, TX - A former Troup police chief has been sentenced to the maximum ten years in prison in a theft and seized evidence tampering case. A judge in Tyler also ordered 60-year-old Chester Kennedy to pay a $5,000 fine. The two sentences will be served concurrently. Kennedy will be eligible for parole after serving two and a-half years behind bars. Kennedy was convicted last month of theft for taking a pistol from the department and of tampering with physical evidence for giving a 30-pack of beer to an officer. Kennedy was acquitted of three additional tampering charges. Kennedy was arrested in March and later fired.
