04/19/2006 - A La Porte police officer is off the job after being accused for the second time of using excessive force.
Alex Perez was arrested last month for DWI. He was taken to the La Porte Police Department to undergo DWI testing. According to the police chief, Perez decided not to participate and then Officer Carl Davis allegedly used a Taser on him. The incident was captured on video camera.
Just last year, Delena Wolfe settled with the police department after she claimed Davis beat her while in custody. A grand jury did not indict him for a crime.
"I told them this man is out of control," said Wolfe. "He's a ticking time bomb. I mean, he is abusing his authority."
The chief says it is illegal for an officer to force a person to incriminate himself. Officer Davis is being investigated.
