04/14/2006 - Sheriff's deputies killed a cow that wandered into traffic near a shopping mall by repeatedly shocking it with a stun gun.
The animal escaped Wednesday from a field near the mall and eventually trotted onto a freeway ramp.
Deputies decided to stun the cow and tie its legs with a long leather strap ordinarily used to restrain people. But the cow quickly recovered from the initial electric shock, and deputies zapped it repeatedly.
"We're not cowboys. I don't believe we have any rodeo champions on staff," said Sgt. Dave Reagan, a spokesman for the Spokane County Sheriff's Department.

Little boys and their stun guns, if there isn't a person around a cow will do just as well.

Tough to blame them too much here...they had to get it out of the road, and I have to say that stunning it, tying its legs, & moving it that way probably seemed like a pretty good idea. A panicked cow can do some real damage to property and people.

Basically what the article said about the cops not being "cowboys" is right on the mark! Police officers aren't hired for the "brains" they have.
I'm sorry but I grew up around cows. Cows are about the dumbest, laziest animals that walk the face of the Earth. Sure I can see a bunch of cops that haven't been around a cow their entire life and maybe even freaking out and not knowing how to handle the situation. How to get a "cow" isn't in some police book or learned at the police academy.
I wouldn't doubt one bit that some or all of the officers, were maybe a little scared or intimidated by the animal.
