09.02.2006 - A Lucas County sheriff's deputy who punched a man at a church service and was accused of hounding him for a year before the assault was terminated yesterday after a hearing on administrative charges.
Officer Maurice Morris, 41, was charged with six departmental rule violations: law violation, unbecoming conduct, dishonesty, malfeasance, gross insubordination, and use of undo force, said Jon Rogers, the sheriff's internal affairs director.
Chief Deputy Ken Perry recommended the termination and Sheriff James Telb concurred. Mr. Morris may appeal.
Mr. Morris, who was assigned to corrections, was found guilty Aug. 22 of misdemeanor assault after a two-day trial in Lucas County Common Pleas Court. His own-recognizance bond was continued. Sentencing is scheduled for Sept. 27.
Mr. Morris punched Marlon Wilkins, 29, on the face during a March 5 service at Citizens of the King Church, 4224 Airport Hwy. Mr. Morris, who was off duty, struck the man after he had been detained by another deputy.
Mr. Morris had a history with Mr. Wilkins and was accused of hounding him and citing and charging him in unfounded warrants during the year before the assault.
Mr. Rogers said some of the internal charges were filed before Mr. Morris' conviction. The sheriff's office waited until the criminal matter was resolved to proceed with the administrative charges, he said.
Others charges, including the law violation and gross insubordination, were filed after Mr. Morris' conviction.
The gross insubordination charge pertained to a derogatory comment he made to Lt. Don Atkinson during a pause in the trial. The lieutenant oversaw the detectives who investigated the case.
