November 18, 2005 - School officials in Phoenix are in trouble and parents are seething after a third-grade girl was reportedly brought to school by police in handcuffs, and then forced to take pills.
"This never should have happened. This child never should have been brought into a classroom full of kids," said one parent at a PTA meeting.
Parents at the meeting were asking some tough questions after a third grade girl arrives at school Tuesday in handcuffs.
Teachers watched in horror.
"We saw it. We are appalled by it and that is all we could really do," said one teacher.
"(My daughter) told me they brought her in handcuffs, kicking and screaming, then they handcuffed her feet," said Tami Davis, another patent. Her daughter said, "we were told not to talk about it, and that's basically what she told me."
Students also claim the little girl was so distraught, the school psychologist forced pills down her throat.
The district is looking into what happened. It claims the little girl had a fight with her mother that morning.
"There was a police intervention; the girl brought to school in handcuffs," said Karyn Morse, a school district spokesperson.
An investigation is under way, already there is some fallout. The principal and psychologist were placed on administrative leave Thursday night.
"We take these allegations seriously, which is why we do our internal investigation and put staff members on leave until it's completed," Morse said.

Not a surprise at all that those "oinkers" would do that.
They are known to Taser 90 yr. old grandmothers, cripples in wheel chairs, 8 and 9 year old children and even themselves when they don't get "their" way.

And you ask why police officers have no respect from the public?

Did I miss something ? The police officer took the kid to school (yes in handcuffs) but wasn't it the school psychologist that "forced the pills" down the little girl?
Why is it that it's ALL the police officer's fault?
Why is no fault given to the Mother/Father (who obviously called the police because the little girl wouldn't get up and go to school AND they decided that they forgot how to be parents and called the police so they could come be the parents)
Why is no fault is given to the person who ACTUALLY DRUGGED the little girl...
It's all the cops fault?
You say that this forum is not a "cop-hating" forum - I beg to differ.... I don't mind bitchin about people who need bitchin about -- but lets lay blame where blame belongs....

What about the rights of the child, why the hell wasn't the police officer protecting the child's constitutional rights, instead of allowing someone to force medication on the child? Now that's fucked up on the officer's part, if you ask me. Well, actually your response, to me, was more tame than I thought it would be. All I know as an officer -- is you are right -- parents call 911 on their VERY YOUNG children way more than they should. When a parent calls 911 because their 12 year old kid won't eat left over chicken and macaroni and cheese -- what the hell do they want us to do about it --BECOME THE PARENTS. That was an actual call. I have had more calls than I can count where the parents have called the police because their 7, 8, 9, 10 year old child won't get up and go to school. The law here says kids have to go to school -- so they BEG us to take them. They want them to be embarrassed at school seeing them being brought to school by the cops -- WE ARE OBLIGATED TO TAKE THEM. I have a 9 year old daughter -- I'm a female police officer -- and I will NEVER have to call the police to come parent my child. And apparently that's what it sounded like in this story -- the story claims that " the little girl had a fight with her mother that morning." What else could the fight be about that resulted in the police bringing the child to school - other than the child wouldn't go to school? PLEASE HEAR ME -- I DO NOT AGREE WITH THE POLICE BRINGING THE CHILD TO SCHOOL IN CUFFS, I DO NOT AGREE WITH AN ADMINISTRATOR DRUGGING THE CHILD. That was wrong. But you have no idea the types of calls we get when the parents don't want to be parents. I remember a story on the news where a little girl (around 7 or 8) was sent to the Principal's office for biting a teacher. Then the little girl bit the Principal -- the SCHOOL called the police to help save them from this little girl. As the officers were trying to talk to the little girl - she continued to swing her arms and hit the police and the principal. The police put her in handcuffs to make her stop hitting people. In that situation - what would you have done? Handcuffs weren't the BEST form of restraint - but what else do we have. The officer could have turned her around and "bear hugged" the little girl to keep her from swinging her arms to hit people --- No, the police weren't afraid that the little girl was going to hurt them, but her hitting needed to stop. Now, how do you do it? When they took punishment out of the HOME and SCHOOL -- all our kids went to hell! If that were my child?? She needed her ass paddled!!!! And what the school needed to do was call Mom up there to whip her ass! In front of all of them and made to apologize for acting like that. That's whats wrong, the american family aren't raising their children - they expect someone else to do it - and then they bitch if it wasn't done the way they like.

You mention that "American family aren't raising their children - they expect someone else to do it." I forgot to mention that in my last post. What are parents to do? Most states you sure can't whip their ass, like in the old days when I was a kid. Today mom or dad would probably go to jail on assault and child abuse.
Our government says that no one, but no one can hurt children, except for the government it self.

Who said that was ok??? Not me! How does "this happen to the child when they are in handcuffs and leg restraints? ? (maybe I'm confused about the first paragraph of your post).... In my state you can still whip your kids ass!! In fact I have had numerous calls where the parents say, "well, if I discipline my child then I will go to jail..." No that's not true. And I have stood there and let a parent spank their child. I tell them there is a GREAT difference between abuse and discipline.... discipline is spanking the child when he/she needs it -- abuse is locking them in a room, kicking them, burning them, etc. NOT spanking. I've had children (pre-teen) tell me on a call that they can do whatever they want and their parents can't "hit" them or they will call the police and have their parents taken to jail. I respond with a quick, "OH to the contrary!! I will stand RIGHT HERE and let your parent whip you -- spank you -- and I WILL MAKE SURE your parent doesn't abuse you during the discipline..." Parents use the "oh if I spank my child then I will go to jail" as an excuse not to actually be a parent. If I were you (or whoever reads this in whatever state) check any abuse or domestic violence laws you have on the book. Ours specifically says that a "...a person is NOT guilty of domestic violence if they are a parent or guardian disciplining a child..."

Now, that boy's mother says a misunderstanding has left her child confused and bruised. Dennis Caliguri, 15, has bruises to show for what happened when he encountered a school resource officer and his taser. Investigators said Dennis was so violent and out of control that it took five faculty members to restrain him and the taser was used to calm him down. Dennis is autistic and functions at the level of a six-year-old. But at 5'8" tall and 220 pounds, his mother, Susan Caliguri, said he is big but harmless. So she was shocked to get a call from Cypress Lake High School saying he was acting out. When she got to the school, she was horrified. "It was a nightmare. They had him handcuffed, his legs were tied, he was on the ground. They had four sheriffs on top of him. I mean, he is bruised down his back, they were stunning him and he was already down. He couldn't do anything," she said. Susan calls it excessive force, but the Lee County Sheriff's Office said the taser was the only way to calm him down. "The matter is that the deputy, if he is that tired out and he has a fear of being overpowered, his weapon being taken away from him, he has to be able to overpower and be able to take control of the situation," said Charles Ferrante, Lee County Sheriff's Office School administrators said Dennis got upset after being told not to come to school one day last week. He misunderstood and thought he was in trouble and started throwing papers. Despite his mother's concerns, Dennis was arrested and charged with disturbing the peace and resisting arrest.

LORAIN, Ohio -- Police departments use the x26 Taser to shock unruly suspects into submission, but Lorain residents are stunned that an officer used one on a school bus to subdue to 12-year-old boy, reported NewsChannel5. According to the police report, police were called to remove the boy from the bus after he tried to steal another boy's CD case. Police Capt. Russ Cambarare said the boy cussed at the officers and then threatened her. "Then he made a threat that he was going to kill her, he bucked his head backwards and hit her on the chin and broke one of his arms free," said Cambarare. Outside, at the corner of East 30th and Vine, what police are calling an angry mob was pounding on the bus, demanding the officer let the boy go. Still, some residents are saying police shouldn't use a Taser on a child. Cambarare will determine if the use of force was within policy. The officer involved is still on the job. The school district's also investigating, and when classes resume in the fall, the boy could face suspension or expulsion. Police have charged with boy with robbery, assault on a police officer and resisting arrest. They say neither the boy or the officer were hurt in the scuffle.

Officers Involved: Armando Teyechea Location: Arizona O5/25/2004 -- Officer Michael Hood was dispatch to catch a run away from a residential psychiatric center for children. Hood caught the girl and handcuffed the 9-year old girl and placed her in the back of his patrol car. The girl was a runaway from a Children's Home, a school for special needs children. Hood later requested assistance from Armando Teyechea, specifically asking that Teyechea bring a Taser. At some point Armando Teyechea used a taser gun administering 50,000 watts to the child. The girl is all of 4 feet 7 inches and 85 pounds! Officers say that the 9 yr old was too much to handle because she was kicking and swearing at them. Teyechea then shocked the girl with 50,000 volts. Officers warned her that if she didn't mind them and calm down they would do it again! South Tucson Police Chief Sixto Molina said he released the reports filed by Hood and Teyechea so that the public could be "informed" of the facts that actually happened. Molina said he feels he should have got the facts out sooner but he didn't want to prejudice the sheriff departments investigation. Mike Storie, Teyechea's attorney, said the more facts that are shared, the better people will understand what actually occurred and why Teyechea used the Taser. Storie said he has seen prior reports on officers' contact with the girl and that they're consistent with her behavior on May 8. - Yes Mr. Storie please share with us your facts why a 9 year child has to be shocked with 50,000 watts because she's not minding? - Why is it that two adult police officers and two adult officials from the Arizona's Children Association, couldn't handle a 4 foot 7 inch 9 year old girl, who has her hands handcuffed? - How were her hands handcuffed? In front of her or behind her back? - Four adults with a combine weight of probably 700 pounds couldn't hold a 85 pound child down while officers shackled her legs? - The Police Dept. has said that they have had other prior contacts with this child. What did the dept. do as far as training officers for future contact with this child or others like her? Is a Taser gun the first and only option? ** Now days you can't slap or spank a child because their "misbehaving"! If a parent does spank, oh watch out! Child Protective Services would be all on the parent, as well as the cops for child abuse. Yet its OK to shock a 9 year old child with 50,000 watts? - My understanding there has been no "complaint" filed by either the Children's Home or the childs parents? Is the child custody of the State or maybe that's how her parents would have handled the situation? Mr. Storie is this how you handle your children ?? - What would have been the next steps for the officers if the Taser didn't work to calm her down? Shoot and kill her? Where do you draw the line? Plain and simple that was child abuse and child endangerment!

trust me i think that the government needs bitch slapped every now and again to make sure that the real bad cops are taken care of. but you make an officer not walking a old lady across the street into the next rodney king scandel and that is just not true.

Voting, no. But the inalienable rights (life, liberty, pursuit of happiness, others) outlined in the constitution, yes.

A minor still has the same rights as an adult when it comes to being questioned by the police. You are correct that some police departments might have a written policy that they need to make some attempt to contact a parent, before questioning a child. I'm not sure if there's a law for that? Even if the parent agrees to letting the police interrogate the juvenile, the juvenile still has the RIGHT to REFUSE to answer any question ask by a police officer or Federal agent. The Fifth Amendment - "Self-incrimination Clause" "...No person... shall be compelled in any criminal case to be a witness against himself or be deprived of life liberty or property without due process of law..." I would also believe that the child would have the right to ask for an attorney as well, before being questioned? I'm not sure on that, but it seems to me since he's an American he has that right. Bottom line is, just teach your kids never to talk to a police officer without a parent or a lawyer present. This needs to be taught to them, when the parents tell their kids about "not taking candy from strangers" or "not doing drugs," etc.
