09.11.2006 - ROGERSVILLE - Hawkins County Sheriff's Department Deputy Stacy Vaughan was charged Friday with domestic assault and vandalism stemming from an alleged altercation with his wife that occurred at their home Friday night.
Sheriff Roger Christian said Sunday that Vaughan, 32, 1652 Stanley Valley Road, Surgoinsville, has been placed on leave pending the disposition of the charges and an internal investigation.
According to the arrest warrant filed by HCSD Sgt. Greg Larkins, Friday evening around 9:20 p.m. deputies were dispatched to the Vaughan residence for a "domestic dispute with assault" in progress.
While en route, Larkin was advised by a dispatcher that both parties left the residence in separate vehicles.
Larkin stated in the warrant that he came into contact with the alleged victim, Samantha Vaughan, at a business on Stanley Valley Road.
Mrs. Vaughan reportedly told Larkin she and Stacy Vaughan had been in an argument over the custody of a child, Vaughan had kicked the side of a vehicle that belongs to a witness and that during the argument Vaughan had pushed her to the ground.
Larkin stated that he observed a dent in the side of the vehicle, and that he received a corroborating statement from a witness.
Vaughan, who served one term as a Hawkins County commissioner that ended Aug. 31, was lodged in the Hawkins County Jail overnight Friday and released Saturday morning.
The Times-News spoke to Vaughan Sunday, who said he was reserving comment on the charges for the time being.
Samantha Vaughan called the Times-News Sunday evening, however, and said the incident was blown out of proportion and that she indicated to deputies Friday evening she did not want to press charges.
"He shouldn't have been arrested because I signed the papers there with the officer for him not to be arrested," Mrs. Vaughan said. "Stacy didn't do anything wrong. The situation was totally misunderstood, and the people who were with me talked to the officers and blew it completely out of proportion.
"I was not assaulted. I didn't call 911. I told the officers that and they still arrested him."
Vaughan is scheduled for arraignment Wednesday in Hawkins County Sessions Court.
