Officer Michael Gregory Rains 06.10.2006 - 43-year-old Michael Gregory Rains, a sergeant with the Connally ISD Police Department is now on the other side of the law. He was arrested Thursday for three counts of indecency with a child by sexual contact. Bruce Shores, Connally ISD’s Superintendent, said, "I hope the parents and the community understand that if these allegations are true it is an isolated incident." According to the arrest affidavit, one of the charges against Rains claims he touched a girl younger than 17 inappropriately over her clothes. Two other charges claim he touched a girl younger than 17 inappropriately underneath her clothes. Sheriff's officials will not confirm if all the incidents involve the same girl or the relationship to Rains. Superintendent Bruce Shores said, “These allegations are not indicative of what Connally ISD is all about." One of the allegations claims that Rains touched a victim inappropriately in his office at the high school. The victim alleged he told her not to tell anyone and that no one would believe her because he had a gun and a badge. David Barnett has two kids in Connally schools and says he will just wait and see what happens. Rains is being held at the McLennan County Jail. His bond is set at $450,000. Meanwhile the Superintendent says Rains will be placed on administrative leave once he's released from jail. One accuser states she was a victim of hurricane Katrina who came up here.

06.13.2006 - A Connally Independent School District police sergeant arrested last week on indecency with a child charges will remain jailed at least a couple more days.
Michael Greg Rains had hoped to convince 54th State District Judge George Allen to reduce his bail at a hearing Monday morning. However, the judge postponed the hearing until Wednesday after prosecutor Beth Toben said she had not been given sufficient notice of the hearing.
Rains, 43, was arrested by sheriff’s deputies Thursday afternoon on three indecency with a child charges. He has been in the McLennan County Jail under bonds totaling $450,000 since his arrest.
Rains’ attorney, Abel Reyna, said the bail set by Justice of the Peace Billy Martin is excessive and asked court officials to schedule the Monday morning hearing to seek a reduction in bail.
Rains, a former McLennan County Sheriff’s Office detective, was arrested on charges that he molested two girls under the age of 17, including an allegation that one incident occurred in his school office.
Reyna said Martin told him that he set the bonds at the level he did because Rains, as a police officer, is held to a higher standard and that he violated the public trust.
Judge: Bail fitting
Martin confirmed Monday he made the comments to Reyna, adding that he set a $100,000 bond for a “civilian,” or non-police officer, arrested on identical charges earlier that day.
Reyna said $10,000 to $20,000 is a more appropriate bail for second-degree felonies like Rains is charged with.
“Regardless of whether or not police officers should be held to a higher standard, bail is not supposed to be a punitive measure,” Reyna said. “It should be set at an appropriate amount to ensure that defendants show up in court, and my client, as a police officer, knows the importance of showing up for court.”
