July 13, 2006 - A Dauphin County sheriff's deputy, already facing charges of molesting two girls, was charged yesterday with raping a woman who came forward after seeing media accounts of his arrest.
Officer Steve A. Lincoln, 50, who lists addresses in Harrisburg and Steelton, was charged with raping a woman who is now 20 at least four times from 1997 to 1999 when she was between the ages of 12 and 14. He was arraigned on four counts each of rape, indecent assault, and corruption of minors and returned to Lancaster County Prison, where he was being held on $500,000 bail. Authorities said he was transferred to Lancaster County for safety reasons.
District Judge Michael Smith added another $75,000 to his bail for the new counts.
According to arrest documents, the victim said Lincoln would pick her up at her house in Harrisburg and take her to his apartment in Steelton, where the assaults occurred.
Outside Smith's office yesterday, Lincoln, wearing an orange prison jumpsuit, seemed remarkably upbeat.
"Not guilty," he said when asked about the charges. "There's no DNA. There's no evidence. I'd like to get back to work. I'm a good worker. I have family to support."
Lincoln, a 10-year veteran of the sheriff's office, remains suspended without pay, according to county Sheriff Jack Lotwick. Lotwick said the alleged assaults had nothing to do with his job.
Lincoln already was charged with nine sex counts in connection with two girls authorities claim he molested. The girls were 8 and 7 at the time of the alleged incidents. Those charges resulted from a grand jury investigation headed by Chief Deputy District Attorney Sean M. McCormack.
McCormack said yesterday the woman came forward as a result of publicity surrounding Lincoln's arrest.
According to arrest papers, which provide few details of the investigation, Lincoln drove the 7-year-old girl to his apartment in the 2000 block of Berryhill Street on Sept. 22, 2000, and sexually assaulted her.
The 8-year-old claimed Lincoln drove her to his house in the 2000 block of Market Street in October 2004 and showed her pornographic videos. The child said Lincoln pulled her pants down and raped her, according to the arrest papers.
Lincoln is the second deputy sheriff to face sex charges in recent months. Anthony Fritz, 31, a deputy sheriff since 1997, was accused of stalking his neighbor by sending her nude pictures of himself and appearing naked in her yard.
Fritz, of the 300 block of Market Street, in Highspire, is awaiting trial on charges of stalking, open lewdness and harassment. He was suspended without pay March 23 pending the outcome of the case.
