06.28.2006 - WISE - An arraignment hearing had not been scheduled as of Tuesday for a former Coeburn police officer facing a new set of charges of sexually assaulting women and minors both on and off duty.
Wise County Commonwealth's Attorney Chad Dotson said Tuesday a sealed indictment handed down by the Wise County grand jury last week against Jason Estle Jackson, 27, P.O. Box 311, St. Paul, was unsealed Friday and bore six more counts against the former police officer. In April, Jackson was charged by a grand jury with a number of allegations of misconduct involving four females ranging in age from 14 to 19.
Dotson said Jackson has been on home electronic monitoring for the last several weeks, and Dotson wasn't certain how the court would handle bond arrangements when Jackson is arraigned. Dotson said an arraignment and bond hearing may be a spur-of-the-moment arrangement that may depend on "whenever (Jackson's) lawyer gets him here."
Jackson is represented by Wise attorney Karen Bishop.
The new charges handed down by the grand jury last week include:
• On or about July 2, 2002, to Nov. 5, 2004, Jackson allegedly sexually abused a female against her will by the use of force, threat, intimidation or ruse, a Class 1 misdemeanor that carries a maximum punishment of one year in jail and a $2,500 fine.
• During that same time span, Jackson allegedly made an obscene display or exposure of his genitalia in a public place or a place where others were present, a Class I misdemeanor.
• During the same time span, Jackson allegedly attempted to bribe an undisclosed person or persons, a Class 4 felony that carries a maximum punishment of 10 years in prison.
• During the same time span, Jackson allegedly committed sexual penetration with an object by the use of force, an unclassified felony that carries a maximum of life in prison.
• On or about June 8-15 of last year Jackson allegedly exposed his genitalia in a public place, or where others were present, a Class I misdemeanor; and during that same time span attempted to bribe someone, punishable by 10 years in prison.
The previous charges against Jackson carry a combined maximum sentence of life plus 43 years. Those allegations include pulling a young woman over and giving her the option of sexual favors or a charge of driving under the influence; sexual abuse of a 14-year-old girl; consensual sexual intercourse with a child age 15 or older; sodomizing a female by the use of force, threat or intimidation; sexually abusing a 17-year-old female by use of force, threat, intimidation or ruse; and exposing himself.
Jackson worked as a Coeburn police officer for about three years before being terminated earlier this year when the Virginia State Police began to investigate the allegations.
