If you are walking in the street with a little portable lightweight safe can the police make you open it, or if you dont have the key break it open? 1) maybe you dont have your ID on you 2)You are in a bad neighberhood (drug transactions), possibe probable cause if you can provide the cops with information like name address d.o.b and your just walking with a safe do you have to open it?

The police could make you open the box, only if you "voluntarily" opened it. If you comply with the officers request, then you're screwing yourself! The only way the officer could get that box open is to get a search warrant from a judge. Don't voluntarily do what the cops tells you to do, unless it's a lawful order like, to get on the ground, put your hands behind your back or to stop.
If you don't have your I.D. on you, the cops more than likely can and will arrest you "depending on your state laws." The reason for the arrest would be to positively identify who you are, make sure you don't have any outstanding warrants. In my state we must carry an I.D. at all times with us while in public.
If you're arrested the box that is in you possession would have to be booked in as evidence, as part of your personal belongings. If the cops wanted to open the box, they would have to get a search warrant. Now if you get arrested and have drugs on you, that's probable cause to assume that your locked box might have drugs or money in it. The judge would surely allow a warrant then.
Getting a search warrant isn't that hard. That's when the talents of a low life scum lies to a judge and says something like, "someone phoned me "anonymously" and said there is drugs in the "locked box." If there isn't drugs in the box when they opened it the cops say, the "anonymous" phone caller was wrong, oh well.
