I lodged a complain against a person who has been harrassing me by emailing nasty stuff calling me up leaving nasty msg.I changed my cell number but he found that one too... how??? I have no clue.... I need to know how can I stop all this? For his emails and calls are getting on my nerves.He calls me anytime at night day everyday anytime........ intrudes in my private life..... I neeed to know which police dept should I complain ... he lives in ohio right now.I just need someone to stop this.......he is totally obssessed............... I complaint against him in california.The cop called him up which shook him but guess no use he is back to square one.......

As far as him getting your cell number, does he by chance have your social security number, maybe a friend told him of the new number or you didn't make the "number" and your "name" unlisted?
When you filed your complaint did you ask for him to be prosecuted or just "called" up and scared? You need to make sure that the police are aware that you want this guy to stop harassing you or be arrested and prosecuted.
You may need to go back to the police again and take any new evidence you have and tell them you would like to file a new complaint or at least see what they can do about the previous complaint already filed.
I'm not sure what the laws are on cell phone harassment, not sure if it's a Federal crime? Ask the police officer if it is. If it's Federal then the F.B.I. would get involved.
Sorry I'm not much help, but don't let this guy get to the point that he does something else other than just calling you. You may need to get some advice from a lawyer.

You first need to get detailed billing of your phone or phones. As far as e mails it can be tracted by what they call a pin number that identifies his computer. write him an e mail back telling him bluntly not to call or write or use email to you anylonger and notify him you have contacted police concerning stalking. I take it you all have met some time in the past. Think who is a mutual friend or what does he do for a living does he have access to protected information at his job?Pull a credit score throught all three services and see who has checked on you credit that tells who you pay bills to as far a cell phones ect. If he has some of your information such a birthday or you have discussed family issues(mothers maiden name ) he has alot on his side. You need to do your home work get documentation and also tell the police you have a real fear for your safety and demand a written report. But have the above work done before you call them again. Note down load a emails on to a cd including the one you send him telling him to stop and all other that he sends later. Stalking only starts after you expressly tell him the attention is not wanted. It is not a federal offence but the state where the offence occures can issue a warrant for his arrest based on the stalking has occured at your residence in their jurisdiction. The police agency to go to would be the one that has jurisdiction over your residence.
I suggest going to a police forum with this question.
