status of limitation in federal court

I want to sue Monterey Park Police Department in Federal Court and want to know what is the status of limitations ?How can I search in this law? I sued in Califronia state law but the judge said I am late as my case happened on Feb 05,2003. I made a complaint but the police department took 16 months to investigate and then transfer to LA Sheriff Department to investigate it. I got the result from LA Sheriff Department that the detective was violated to the rules but the Judge denied my late claim. I heard that the state limitation in Federal Cour is 3 years.Is it correct?

In my state it's 3 years, but I'm not sure if that's for Civil or Federal.

Did your attorney agree with the judge on the statue of limitations?
