Galloway Chief of Police Billy Phillips and Piperton Chief of Police Carl Hendricks are no longer certified police officers based on prior felony convictions and other misconduct. In September 2006, Hendricks admitted having one run-in with the law in 1996, but it was supposed to be taken off his record. Hendricks said when he went to apply for a job in Galloway, Phillips told him to check “no” on his application when asked if he had ever been arrested before. In a hearing in Nashville, Tennessee on Thursday, February 15, 2007 the officers were decertified. That means they have no rights or authority to act or perform any duties as a police officer. I have first hand knowledge of BOTH Chief's misconduct. Both are crooked as the day is long and that opinion is not based on my dislike for both of them, but because I've worked with them.
Chief Phillips would not let some of his officers arrest a man that had beat the hell out of a resident of the town, simply because he voted in favor of THEN mayor Layton Watson. They wanted the incident to be hush hush. When the Officer arrested the man anyway, he was verbally abused for his effort.
Carl Hendricks, I believe, DID ask Phillips about the application and Phillips told him don't worry about it. You see, Billy Phillips was under the assumption that "we do things a little different out here in the country" and that no one would ever challenge his position as high chief.
Billy Phillips asked me on several occasions to do things such as, go looking in peoples' windows in the projects to see what they were doing. When I refused, yet another screaming fit by the chief.
When I left that department, he assured me he'd have the last laugh...well Billy, who's laughing now you crook.
Carl Hendricks, all I can say is....what comes around, well, you know the rest.

This web site is all about bad cops doing bad things. The news media is one thing but nothing compares to a first hand eye witness account. This applies to innocent cops (doing the right things) as well as to guilty cops performing a "cover up". Thanks for your input. I hope you continue in your pursuit as a Law Enforcement professional.
Believe it or not we do need cops, good cops. It is not too late, the world can still change.
