If you can afford an attorney, hire one from out of county. Get an attorney who doesn't live or have to work in the same county as the sheriff. Tasered 13 times is alot! I wonder why the deputy didn't do his job and have you already handcuffed? If you weren't under arrest, why were you not free to go pee? What was the name of the deputy, that did this to you? If you feel you shouldn't say the name of the deputy because of a pending lawsuit or fear, I would understand. You can always file a complaint against the officer yourself. If you do file a complaint, be sure to read this: flyservers.registerfly.com/members5/policecrime.com/police_complaint.html

That's your side of the story. There are always two sides. If the taser was activiated 13 times, then it would be recorded in the taser. They record their use in the internal computer.
If you have a complaint against the department, you need to go down there in person and file a formal complaint.
Here's hoping in the future you won't flee the scene of an accident(In my experience people having panic attacks usually stop their cars, not speed them up).
I'm not saying I don't believe you, but once deployed, the taser cartridges need to be replaced. before they can be shot out again. Most cops only carry two cartridges with them. But according to you he had at least 3: one for over your heart, one for over your groin, and another for your wife.
Furthermore, if you didn't obey the cop's lawful commands- I'm sure he told you not to get up or tried to place you under arrest. Then he has the right to use the force neccessary to affect an arrest. I seriously doubt you have a clear recollection of events since you down god knows how much booze and xanax (something your doctor clearly told you not to do, if you're not concerned about your health- why should the cop be?).
