A local civil rights group is launching its own investigation into a deadly officer involved shooting in Newport News. One suspect - 11 bullets fired at him - eight pierced his body - and they were all from one police officer's gun. Concerned residents are calling it excessive force by the department. Investigators in Newport News have completed their initial inquiry into an officer-involved shooting in which a 38-year-old man was killed when he was confronted by police. According to a news release, Robert Harper was struck by a total of 8 shots out of 11 fired. The release went on to point out that the investigation is still ongoing, and that the "Criminal Investigations Division is conducting a criminal investigation which at its conclusion will be presented to the Commonwealth's Attorney." and "The Professional Standards Unit is conducting an administrative investigation which will focus on matters of policy, supervision and training".
