February 22, 2007 CORTLAND, N.Y. A former Cortland police officer pleads not guilty to manslaughter and drunk driving in an accident that killed one woman and badly hurt another. Thirty-eight-year-old Jeffrey "Chip" Stockton told investigators he was text messaging someone on his cell phone when he struck the two women in a city crosswalk in November. One of the women, 55-year-old Lynn Briggs, died after being in a coma for two weeks. The other woman, 55-year-old Melody Benn, was seriously injured. If convicted on the manslaughter charges, he could be sentenced to as many as 15 years in prison. Stockton remains free on bail.
