19 Feb 2007 MILWAUKEE, WISCONSIN – 20-year-old Danyall Simpson’s crime May 21, 2006 was public urination. Minutes after, he was laying on the ground battered and bloody. He alleges former Milwaukee police officer James Langer beat him with a flash light. The young man suffered a number of bone fractures to his head and face. Witnesses were not interviewed immediately. The Milwaukee County District Attorney’s office decided seven and half months later, it would not charge Langer for any crime. However, DA John Chisholm confirms, Langer did have a number of “use of force” reports filed against during his tenure as an officer, but adds, none was unlawful. Langer quit shortly after the incident. Simpson’s attorney, among critics questioning why it took so long to make a decision, and why was Langer allowed to remain on the department for so long. A Milwaukee police spokeswoman, Anne Schwartz tells FOX 6, the chief is conducting more stringent background checks on recruits and will implement a system to track officer behavior bythe end of April.
