PHILADELPHIA -- Police confirmed Thursday night that one of their own has been charged in a case of police brutality. Officer Chad Gugger, 29, faces aggravated assault and related charges in connection with an arrest he made a couple of years ago, police said. The department was not releasing details, but police sources said it was around 53rd Street and Baltimore Avenue in West Philadelphia, reportedly sometime in 2005, that Gugger, who worked the 18th District, stopped a pedestrian for investigation. The suspect apparently ran. Gugger took off after him. They ran into a nearby alley, where the police source said Gugger caught the man. He allegedly cuffed him and said something like “don’t make me shoot you.” The suspect was placed on the ground and, again according to NBC10's source, Gugger began beating him. The beating was reportedly so severe that two arriving officers yelled for him to stop and one climbed a fence to pull him away from the suspect. Charges against that suspect were eventually dropped. Gugger turned himself in Wednesday and was arraigned.
