Could this perhaps be a lovers spat maybe? Copperas Cove Texas is reletively 18 - 20 miles from Killeen Texas. I lived for a short period of time in Copperas Cove Texas. If it was a lovers spat there was plenty of time to think about it on the drive between the two towns.

I hate to say it, but having known this officer, there's probably alot more to the story of being fired.
This is not her first IA investigation. (And if this most recent event was a lover's spat, it wouldn't be the first one of those either, haha.)
In 2003/2004, I was among many who filed reports with Killeen PD after Officer Steubing (who then worked as a Crimes Against Persons detective) and a co-worker (who I won't name so this post doesn't come back to bite me in the ass) in the same division were found to be screwing around and violating department policy after a series of violent crimes happened in town and they failed to act appropriately, partly due to who the offender was.
She also worked an off-duty security assignment at my then-place of employment, and so she would harass me further after knowing that I was laying everything out on the line.
It was all provable, from reports and photos to videotape and audiotapes. (Which are all still today in a box in the top of my bedroom closet.) But as is classic, the police protect their own, and so the initial crimes failed to be investigated, as well as the IA investigation fizzling.
As a then-teenager, I took my findings and went through the entire department's chain of command before proceeding on to the city manager, the mayor, the city council, a large newspaper (who published a series of lengthy articles about the problem), and a television station.
Only a matter of weeks after myself and the others went to the press with the issue, I faced a criminal charge of 'False Report'. Three lawyers offered their services pro-bono, the charge was later dismissed.
I continued to press the issue, and a fellow officer sent me an email (which I still have saved to my computer to this day) saying that if I did not drop the issue, that they would file 'False Report' on me again and that I would be 'sorry you ever started this'.
Now no longer living in the area, I hadn't heard about Ms. Steubing's latest troubles until now. I came across this discussion board after hearing the story and searching Google to find out more. And as much as I hate to sound like a bitch saying this, I read the article with a slight tear in my eye and was even more overjoyed to see her mug shot photo.
Now years later, I had put much of those events behind me and moved on, but myself and the others (who still speak regularly) have never forgiven Ms. Steubing and her co-worker for their actions.
I'm not afraid to write this today, as I don't say anything now that I am not ready to prove and defend. But thankfully, Ms. Steubing is no longer with that department, and hopefully will move on to another line of work to which she is better suited.
Maybe this is some sort of retribution. And she can begin to realize that she was never fully above the law as she once thought.
