08.05.2006 - A newly-hired Bismarck police officer was arrested at the St. Francois County Jail while on duty Tuesday night.
Bismarck Officer Adam Brent Reese, 21, of Park Hills, had a warrant issued for his arrest July 31 for failure to appear on Park Hills municipal charges.
It is unclear why Reese was at the county jail that night, but he was arrested by Farmington Officer Kyle Short at 4:45 p.m. Reese, who had only worked for Bismarck about three weeks, was fired from the police department that same day.
Reese was released Wednesday after a friend paid $200 toward his court costs and fines.
On April 19, a Park Hills officer issued Reese five municipal tickets after he allegedly left a Casey's gas station without paying for $9 in fuel.
On April 27, he was charged through Park Hills with stealing, driving with a suspended license, operating a motorcycle with expired plates, operating a motorcycle with no insurance, and operating a motorcycle with no license.
On May 8, he pleaded guilty to the latter three charges. He pleaded guilty on June 12 to stealing and operating a vehicle without a license.
He was fined and placed on one year of probation for the charges. He was ordered to pay $100 a month on court costs and fines the 5th of every month until the amount was paid.
Shawn McCarver, the municipal judge for Park Hills and several surrounding cities, said a warrant was issued for Reese's arrest after he paid his June payment late and did not make a full payment for July.
“His first payment was made late,” McCarver said. “He missed his second payment. He came in late only with a partial payment. The clerk gave him an almost 30 day extension and he didn't pay then.”
McCarver said Reese had every opportunity to comply with the conditions of his probation which he agreed to.
“The mere fact that he is a police officer does not and should not excuse his conduct,” he said. “He is going to be treated the same as any other person who appears in court whether he's a police officer or not.”
Judge McCarver said Reese could have his probation revoked by the city prosecuting attorney. The conditions of Reese's probation was to obey all laws and pay all fines and court costs on time.
“I don't know if he will,” McCarver said of the city prosecuting attorney who is on vacation.
If the probation is revoked, Reese could be sentenced to 90 days in jail or fined up to $500.
Bismarck Mayor Dennis Mayberry said they pulled his commission immediately after learning of Reese's warrant.
Information provided by the Missouri Department of Revenue shows Reese's license is revoked. Police Chief Dave Dickerson said they did a check on Reese and his license did show up as revoked. However, the chief said Reese showed him paperwork that he “had followed all of the guidelines and was re-instateable.”
“We as a city are going to look into this very heavily,” said Mayberry.
Officials said Reese graduated from the police academy in Fort Leonard Wood and tested to be an officer in June. He worked for a couple months for Mineral Area College Security and was also let go recently.
