On October 25, 2003 my husband Richard David Owens became involved in a police pursuit with the Wichita Falls TX Police Dept. The pursuit ended in a collision -my husband died on impact. 4 children, 8mos thru 19 yrs lost their father.
I have evidence that the PD altered/edited the CAD call recording, manufactured a dash video recording of the pursuit, manufactured statements against me, withheld information which had been previously released to the news media. The pursuing officer ignored and broke directive after directive outlined in the WFPD pursuit policy. Yet their internal investigation concluded the officers had followed it to the letter. No reprimands were issued. I spent $1100 in attorney fees and fought with the police department for a year and a half to recover the property my husband had in the vehicle with him.
In the end I accomplished little more than being a major pain in the -mmhmm- of the City Attorney and Police Department for a year and a half. But I did stand and fight on everything I possibly could. My hope being to simply leave a lasting impression.
The WFPD recently implemented a new radio system and have encrypted all stations thus enabling them to execute their vigilante form of justice in secret.
I posted here in the hopes you will add my husbands name/story to the list of people killed by police officers. Thank you for your time.

ps- I'm searching for a person or business who does sound enhancement as I want to have the video footage from the scene cleaned up. There's always a chance a new piece of evidence could be there. If you know of anyone who does this type of work, I would greatly appreciate being pointed in their direction. thank you.
