An Horry County police officer resigned his post after more than 15 years on the job and faces charges stemming from accusations of professional misconduct, the Horry County Police Department reports.
According to a statement released today by department public information officer Sgt. Bob Carr, James Kenneth Kirkley, 41, who had been a patrol officer with the department, faces one count of misconduct in office and four counts of solicitation of prostitution.
Horry County and the S.C. State Law Enforcement Division conducted a joint investigation before arresting Kirkley, the police statement said.
Affidavits obtained from SLED indicate Kirkley, who is married, is accused of committing the related transgressions between January 2006 and January 2007.
According to SLED spokesperson Bobbi Schlatterer, officials from the J. Reuben Long Detention Facility outside Conway first reported a complaint about Kirkley to Horry County police.
Kirkley posted bail and was released this morning from J. Reuben Long Detention Center.
Horry County police chief Johnny Morgan said this afternoon that his department and the S.C. Law Enforcement Division had been investigating the case for more than two weeks.
Morgan said Horry County police are shocked at the implications.
"I'm extremely shocked," he said. "James has always been an excellent officer. He's had no other reprimands or other disciplinary problems."
"Morale is really low right now," Morgan said during a statement to the media Thursday afternoon.
Morgan said that in his 33 years with the Horry County police, he's not aware of a similar incident.
"We've never had an officer accused of anything like this," he said.
