I really don't think there's any laws being broken by using that product. I'm sure that most state laws require that you don't obscure your license plate from view of a police officer or citizen. I bet there is no law that says you can't "hinder" your license plate from a camera.
If they do pass a law, I might suggest seeing if that "spray" goes on your windshield without obstructing the drivers view. If the camera is unable to take a picture of the driver actually driving the vehicle, then it will be hard to prove who was actually driving the car, when the picture was taken.
